I approve the staff's proposed course of action as described in SECY-96-212, with the provision that a public meeting be held under NRC auspices in the vicinity of the host facility prior to loading lead test assemblies into the reactor. The purpose of the meeting would be to describe to any interested parties the purpose of inserting the lead test assemblies and the steps NRC has to take to assure that irradiation of the lead test assemblies will not pose any undue risk to public health and safety.
Similar public meetings should be held prior to insertion of the first target assemblies in any particular NRC licensed facility.
Furthermore, I concur with the comments of Chairman Jackson in her vote of November 15, 1996.
