SUBJECT:

AUXILIARY FEEDWATER PUMP TURBINE OVERSPEED ,

The NRC has received information from an individual who claims that Toledo Edison Company had been advised, as early as 1977, regarding auxiliary feedwater pump turbine problems. Specifically, this individual claims that the AFW turbine problems stem from the following:

A. The steam generator feed pump is hydraulically unstable at 60-75%

capacity (flow). The problem rests with the pump and not with the turbine although the turbine is usually blamed. The individual indicated that he had participated in a study with Texas Utilities in which 49 pump case histories were reviewed and that study would show that he was correct.

B. The auxiliary feedwater pump starts too fast and does not allow sufficient time for the governor to develop sufficient oil pressure. In turn, this causes the pump to trip off. This problem was also identified at the Crystal River, Palo Verde, and Turkey Point

-facilities. The-problem was corrected at those three plants, but never at Davis-Besse.

We request that Toledo Edison Company address these two contentions relating to the AFW pump system in your response to our letter of August 14, 1985.
