Gentlemen:
Enclosed for your review, as discussed at our meeting of July 2,1985, is
the SALP 6 Board Report for Fermi Unit 2, covering the period October 1,
1984 through June 30, 1985. Also enclosed is the Summary Report presented
at the meeting.
During the asse:sment period, your emphasis shifted from construction to
preoperational testing and operational readiness.
Your regulatory performance
at the Fermi station was considered to be acceptable and showed an improving
trend. You were rated Category 1 in three areas (Fueling, Emergency
Preparedness, Preoperational and Startup Testing), Category 2 in nine areas,
and Category 3 in one area. The Category 3 rating was in the area of fire
protection and was primarily based on management's failure to identify
problems and effectuate timely resolution. The performance trend within the
assessment period improved in three areas, remained the same in six areas
and has not declined in any uf the remaining areas trended. A trend could
not be determined in four areas.
Although Plant Operations was rated a Category 2 for the SALP period, recent
events occurring since the close of the assessment period, including the
premature criticality event and others, indicate that Plant Operations has
declined to a Category 3.
The NRC will continue to closely monitor this
apparent downward trend.
We are providing you this report for your review. We would appreciate any
written comments within 30 days of the date of this letter. We will evaluate
your comments, upon receipt, and provide you with our conclusions relative to

them. Additionally, you are requested to respond in writing specifically
,

addressing corrective actions planned to improve your regulatory performance
in the area of fire protection. This response should include specific actions
j
and dates by which these actions will be completed.

Title 10, Code of Federal Regulations, a copy of this letter and the SALP
report will be placed in the NRC's Public Document Room.
