Gentlemen:
This refers to the safety inspection conducted by Messrs. W. Rogers, D. Kosloff,
D. Butler and N. Choules of this office on June 25 through August 12, 1985, of
activities at Davis-Besse Nuclear Power Station authorized by NRC Operating
License No. NPF-3 and to the discussions of our findings with Mr. L. Storz at
the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
This special inspection was conducted in response to the Loss of Feedwater
event that occurred at the Davis-Besse plant on June 9,1985. A significant
portion of this report deals with the observation of the licensee's root cause
investigation of equipment that appeared not to function correctly during the
event.
While no violations of NRC requirements are issued at this time, the NRC
concerns identified as " unresolved items" in this inspection report are
being reviewed for potential enforcement action. You will be notified in
subsequent correspondence as to the resolution of these findings.
In accordance with Section 2.790 of the NRC's " Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosures will be placed in the NRC's Public Document Room.
