Sup91ARY OF MEETING WITH NEI REGARDING THE NRC STAFF'S REGULATORY GUIDE AND NEI'S GUIDELINE FOR IMPLEMENTING THE LICENSE RENEWAL RULE On February 20, 1997, representatives of NEI met with the Nuclear Regulatery Commission (NRC) staff in Rockville, Maryland to present views on proposed guidance for inclusion in the final version of either the NEI " Industry Guideline for Implementing the Requirements of 10 CFR Part 54 - the License Renewal Ru!s," NEI 95-10, or the NRC staff's Regulatory Guide '(RG), " Standard Format and Content for Applications to Renew Nuclear Power Plant Operating Licenses." A list of meeting attendees is provided :n Attachment 1.

NEI requested the meeting and provided the proposed agenda contained in.

Following is a summary of the views presented:

Status of NRC review of the industry's USI/GSI study The NRC staff indicated that it is reviewing the NEI study of unresolved safety issues (USIs) and generic safety issues (GSIs) applicable to license renewal submitted by letter dated October 21, 1996, in conjunction with resolution of related public comments and will respond to NEI's submittal when completed.

Status of outstandina tonics in NEI's December 21. 1997 letter NEI indicated that the industry has reviewed the electrical components listed in Appendix B of NEI 95-10 and has proposed changes to modify the way some of the components are addressed. NEI requested a meeting to present its views.

The NRC staff indicated that the meeting should be held after it has issued its position regarding the active / passive determination for a number of the components of concern.

demonstration required in a license renewal application for existing programs that may be adequate for aging management during the period of extended operation. The existing programs of concern are those that have been in g

existence and are well understood by both the licensee and the NRC.

NEI indicated that less information should be required to demonstrate the acceptability of an existing program than for new programs or plant programs for which the NRC staff is not as familiar. NEI also questioned whether the applicant is required to demonstrate for renewal that a component's current licensing basis design basis is maintained or that its functionality is maintained. The NRC staff indicated that it would issue a letter to NEI with its position on the demonstration required for existing programs.

This meeting will be scheduled after the NRC staff has issued its positions on demonstrations for existing programs and NEI has evaluated them. The potential for scheduling Weekly meetings between NEI and the NRC was also discussed.
