Docket Number 50-346 License Number NPF-3 Serial Number 2421 December 4, 1996 A
United States Nuclear Regulatory Commission Document Control Desk Washington, D. C. 20555-0001 Subject Revision to Summary Report for Resolution of Unresolved Safety Issue A-46 Ladies and Gentlemen:
Toledo Edison forwarded the plant specific Summary Report for Resolution of Unresolved Safety Issue A-46, Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, for the i Davis-Besse Nuclear Power Station (DBNPS) by letter dated August 29, 1995
.; (Serial Number 2316). The submitted Summary Report included copies of relay evaluations do,cumented on the Seismic Qualification Utility Group (SQUG) A-46 Relay Screening and Evaluation Form G.4 - Relay Tabulation,
- (G.4 Forms).
Toledo Edison has revised the G.4 Forms associated with the two 4160 volt essential switchgears (C1 and Di switchgear) to reflect an increase in the amplification factor. The amplification factor is utilized to calculate the seisnde demand for essential relays located on the switchgear. A review of the original qualification repr,rt revealed an incorrect amplification factor was used. A new analy:Is was performed to establish the correct amplification factor. This analysis resulted in an increase in the amplification factor from 5.5 to 6.155. This increase in j the amplification factor is applicable to all essential relays located in the C1 and D1 switchgear, and does not affect any other equipment.
The revision in the amplification factor has not changed any of the conclusions identified in the previously submitted Summary Report since the revised seismic capacity of the affected essential relays exceeds the seismic demand. j 4
