REVIEW 0F THE FORD NUCLEAR REACTOR EMERGENCY PLAN REV.15 (TAC NO. 97229)
In response to your request, the Emergency Preparedness and Environmental Health Physics Section (EP&EHP) has completed a review of Revision 15 of the Ford Nuclear Reactor Emergency Plan dated October 16, 1996.
The plan was submitted in a letter dated October 28, 1996 from Ronald F. Fleming, Director, Michigan Memorial Pheonix Project. The licensee has stated in the letter that they have made a determination that the changes in Revision 15 did not decrease the effectiveness of the emergency plan.
This revision incorporates minor changes related to road construction and personnel and organization changes. Our initial review of the emergency plan indicates that the plan continues to be in accordance with 10 CFR 50.54(q).
The 50.54 Task Group is looking into the question of handling, evaluating, and responding to 50.54 changes. The Group has recommended certain language to be included in the response to a licensee. Accordingly, the following language should be included in the letter to the licensee:
Based on your deterwinntion that the changes do not decrease the overall effectiveness of your energency plan, and that it continues to meet the requirements of Appendix E to part 50, NRC approval is not required.
Dur in!tial review of these changes indicates then to be in accortlance with 10 CFR 50.54(q).
Implementation of these changes will be subject to inspection to confirm that they did not decrease the overall
}Q effactiveness of your energency plan.
