RIVER BEND STATION PHYSICAL SECURITY PLAN, REVISION 18 l

Dear Mr. McGaha:
We have reviewed your letter dated October 24,1996, by which you transmitted Revision 18 to the River Bend Station Physical Security Plan.
The regional office review of your plan change was limited and excluded those changes specifically addressing the installation and implementation of the biometrics hand geometry system. Those changes must be reviewed by the Office of Nuclear Reactor Regulation against the exception to 10 CFR 73.55 that they previously granted by letter dated July 7,1995.
1 Based on your determination that the changes do not decrease the effectiveness of your
- security plan and after limited review of the changes, no NRC approval is required, in accordance with 10 CFR 50.54(p). Implementation of these changes will be subject to ir.spection to confirm that the changes have not decreased the effectivei ess ef our security plan.
The enclosure (s) to your letter contain safeguards information of a type specified in 10 CFR 73.21 and will be withheld from public disclosure.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, without the enclosure (s), will be placed in the NRC Public Document Room.
