RESOLUTION OF APPENDIX R DEVIATION FOR SEQUOYAH NUCLEAR PLANT, DOCKET NOS. 50-327 and 50-328 The TVA letter from Mr. J. A. Domer of Nuclear Licensing Branch, TVA, to Ms. E. Adensam of NRC, dated August 5,1985, documented the resolution of NRC concerns on an Appendix R aeviation to the Sequoyah facility, attained through telephone discussions between members of your organization and NRC personnel from the NRR and Region II Offices. Specifically, the discussions centered on deviations from the Appendix R fire protection requirements for the ERCW pumping station and the Diesel Generater Building, and the removal of firewatches at these locations. The NRC technical staff accepted the requested deviations.

Additionally, the TVA letter stated that the NRC has indicated that approval of removing firewatches could be obtained by telephone conversations with NRC Region II, discussing each request on a case-by-case basis. NRC accepted the above mentioned deviation and removal of firewatches since the intent of Appendix R requirements was still met However, we wish to clarify the last sentence on page 1 of your letter that Region II can g-ant relief from Operating License or Technical Specification (TS) requirements for firewatches simply by verbal com-munication between TVA and the NRC Region II Office. That is not the case. Any licensee request for relief from the requirements of Technical Specifications or License requires an official request for amendment. We hope that this clari-fies our position and the intent of your statement.
