SUBJECT: NRC INSPECTION REPORT 50-483/96-12 AND NOTICE OF VIOLATION
Dear Mr. Schnell:
An NRC inspection was conducted November 4-8,1996, at your Callaway Plant reactor
f acility. The enclosed report presents the scope and results of that inspection.
Violations related to the failure of some of your radiation protection controls were
identified. A failure to barricade and post a high radiation area, and a failure to identify the
presence of radioactive contamination on items before they were unconditionally released
from the radiological controlled area were identified. These violations are cited in the
enclosed Notice of Violation (Notice) and the circumstances surrounding the violations are
described in detail in the enclosed report. Please note that you are required to respond to
this letter and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to determine whether
further enforcement action is necessary to ensure compliance with regulatory
requirements.
Aside from these violations, the radiation protection program performed appropriately.
Good response was noted from the radiation protection personnel on November 5,1996,
when an event caused the sudden elevation of dose rates in some areas of the plant. Job
scheduling and sequencing in the reactor building, in preparation for the refueling outage,
were performed well.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosure (s), and your response will be placed in the NRC Public Document Room
(PDR). To the extent possible, your response should not include any personal privacy,
proprietary, or safeguards information so that it can be placed in the PDR without
redaction.
