NRC INSPECTION REPORT NO. 50-155/96012(DRP)

Dear Mr. Powers:
On January 17,1997, the NRC completed an insp3ction at your Big Rock Point Nuclear
Plant. The enclosed report presents the results of that inspection.
i
During the 7-week period covered by this inspection, operations, maintenance, and
i
engineering activities were normally performed satisfactorily. Based on the results of this
inspection, one violation of NRC requirements was identified. The first example of the
I
violation involves two events caused by an inappropriate surveillance procedure resulting in
o
a 400 gallon leak of primary coolant and the lifting of a relief valve because a blank flange
was not removed. The second example of the violation involved a maintenance procedure
i
that was inappropriate because it failed to provide adequate acceptance criteria for the re-
assembly of a containment isolation valve.
In addition to the violation, a concern was identified regarding maintenance and care of the
Standby Diesel Generator. This event was of concern to us because no action was taken
to correct several conditions adverse to quality, the buildup of ice and depletion of the
battery used to start the Standby Diesel Generator, for a prolonged period.
The violation is cited in the enclosed Notice of Violation, and the circumstances
surrounding the violation are described in detailin the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response,in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
