SUBJECT: NRC INSPECTION REPORT NOS. 50-282/97002,50-306/97002, AND  ;

NOTICE OF VIOLATION j

Dear Mr. Wadley: l

On February 20,1997, the NRC completed an inspection at your Prairie Island Nuclear l

Generating Plant. The enclosed report presents the results of that inspection. -!

!  !

! During the 6-week period covered by this inspection, your conduct of activities at the

! Prairie Island facilities was generally good except in the area of control of the movement of

o ' heavy loads with cranes.

l

.

l Based on the results of this inspection, the NRC has determined that a violation of NRC  !

i requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) 1

l, and the circumstances surrounding it are described in detail in the subject inspection l

report. . The violation is of concern because it was identified by the NRC and occurred i

c soon after the events leading to the apparent violation discussed later in this letter. Both

l events involved movements of heavy loads near irradiated fuel or safe shutdown

equipment.

l You are required to respond to this letter and should follow the instructions specified in the

i

enclosed Notice when preparing your response. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.

In addition, an apparent violation was identified and is being considered for escalated

enforcement action in accordance with the " General Statement of Policy and Procedure for

NRC Enforcement Actions" (Enforcement Policy), NUREG-1600. The apparent violation

involved the movement of a heavy load over irradiated fuel in the reactor vessel with the

reactor head removed and without containment closure. Accordingly, no Notice of

Violation is presently being issued for that inspection finding. In addition, please be j

advised that the number and characterization of apparent violations in the enclosed report I

may change as a result of further NRC review.

You will be advised by separate correspondence of our decision regarding the holding of a

. pre-decisional enforcement conference on this matter. No response regarding the apparent f

l violation is required at this time. ,
