SR0 INSTRUCTOR CERTIFICATION FOR V0GTLE This is in response to your letter dated June 26, 1985, from D. O. Foster, of your office, to Dr. J. Nelson Grace, of this office, requesting authorization by the NRC for Georgia Power Company (GPC) to examine and certify senior reactor operator (SR0) instructors on the Vogtle facility. This certification by GPC of their own personnel in lieu of NRC certification would be based on the following:

1. The candidates will have successfully completed the GPC SR0 training program.
2. The certification will be documented and contain records or grades of written, plant walkthrrugh and simulator examinations.
3. Examinations were requested and scheduled by the NRC, but were postponed due to other scheduling commitments and resource limitations.

GPC is therefore authorized to administer certification examinations to these candidates, and those who are successful will be allowed to teach systems, integrated responses, transients and simulator courses at the Vogtle facility.

We note that since June 1983, the NRC has conducted four examination site visits at the Vogtle facility for the purpose of certifying instructors. Our records indicate that of 40 candidates examined, 32 passed and were certified as instruc-tors. Assuming a reasonable attrition rate, this number of instructors seemed adequate to support cold license training at Vogtle and was a major consideration in deciding which examinations had to be postponed during the anticipated heavy schedule in the Fall of 1985.

We further note that many, if not all, of the Vogtle personnel certified as instructors will apply for cold license examinations in the future. You are reminded that all such personnel must apply and be examined in accordance with the applicable provisions of 10 CFR 55. According to your response to Generic Letter 85-04, the initial cold license examination at Vogtle is scheduled for March 1986.
