REQUEST FOR WITHHOLDING INFORMATION FROF PUBLIC DISCLOSURE In a letter dated August 7,1985, Northeast Nuclear Energy Company (NNECO) submitted sumaries of public safety impact model project analyses for several topics related to the Integrated Safety Assessment Program (ISAP).
In addition to the project analyses, this letter transmitted, as, a documentation of the Public Safety Impact Model which was used in the prioritization of the ISAP topics. This submittal was accompanied by application for withholding from public disclosure and affidavit, notarized August 7, 1985.
By affidavit, it was stated that the submitted infomation should be considered exempt from mandatory public disclosure because the information is a type of infomation customarily held in confidence by Northeast Utilities Service Company (NUSCO), is not available in public sources and has been transmitted to.the Commission in confidence.
Further, it was stated that the infomation is the result of extensive development efforts by NUSCO and that avoidance of this expense by a competitor would decrease that competitor's expense in applying or marketing similar informetion. This infomation would only be available to a competitor under a licensing approval or by a similar expenditure of time and money to develop their own information.
We have reviewed the application and the material based on the requirements and criteria of 10 CFR 2.790 and, on the basis of these statements, have detemined that the submitted infomation sought to be withheld contains trade secrets or proprietary comercial information.
We have detent ned that Attachment 2 of the August 7,1985 submittal i
should be withheld from public disclosure pursuant to 10 CFR 2.790(b)(5) ard Section 103(b) of the Atomic Energy Act, as amended.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documents.
If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, insure that the consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public inspection should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You should also understand that the NRC may have cause to review this determination in the future, such as if the scope of a Freedom of Information Act request includes your information.
In all review situations, if the NRC needs additional information from you or makes a determination adverse to the above, you will be notified in advance of any public disclosure.
