INTRODtJCTION By letter dated
- arch 29, 1985, the Consumers Power Company (CPCI submitted a request for changes to the Palisades Plant Technical Specifications that wauld delete Specification 4.13 Reactor Internals Vibration Monitoring.
This Specification had been added to the Palisades
(
Technical Specifications to require verification of the adequacy of 4
modifications to increase the clamping force on the core barrel to 5S prevent core barrel movement which had been discovered in 1973.
A Notice of Consider ation of Issuance of Amendment to L icense and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on April 23, 1985 (50 FP 16002).
No comments or requests for hearing were received.
EVALUATION Over the past 10 years, since the modifications to increase the clamping j!
force on the core barrel, the licensee has monitored the neutron instrumentation signals and performed weekly analysis of the signal oscillations (noise analysis) to determine that the core barrel was not moving.
The measured values were predictable and consistently far below established limits for vibration.
At the last refueling outage the 10-year inservice inspection of the reactor vessel and its internals was i
pe rf o rmed.
No evidence of additional vibration or movement was found.
E a-Therefore, the adequacy of the modification to prevent movement of the core barrel has been confirmed and this augmented monitoring requirement is no longer necessary.
The Technical Specifications for other plants do not have such a requirement.
We find the deletion of this program from the f
Technical Specifications for Palisades acceptable.
It is, however, standard industry practice to monitor for core inter nals movement by folfpwing the 90-day surveillance program as recommended by ASME Standard OM-05,1981.
Consumers Power Company has conmitted to this program in their letttr of March 29, 1985.
We find this appropriate.

H J ENVIPONMENTAL CONSIDERATION This amendment involves a change to a renuirerent with respect to the installation or use of facility corronents located within the restricted z
area as deff red in 10 CFR Part 00 ard charces to the surveillance requirerents. The staff has determined that the amendment involves no significant increase in the amounts, and no sicnificant change in the types, Z
of any effluents that may be released offsite and that there is no significant

increase in individual or cunulative occupational radiation exposure. The Commission has previously issued a proposed 'inding that this amendment m
involves no significant hazards consideration and there has been no public coment on such finding. Accordinoly, this amendrent meets the eligibility criteria fo* catecorical exclusion's'et forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental inpact staterent or environ-
=w mental assessment need be prepared in connection with the issuance of this arendrent.

The staf' has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the public Q
will not be endangered by operation in the proposed manner, and (2) such activities will be conducted in compliance with the Commission's regulations 7
9 and the issuance of this arerdrent will not be inimical to the common defense and security or to the health and safety of the public.
