SUBJECT: NRC INSPECTION REPORT 50-344/97-01;72-17/97-01 AND NOTICE OF
VIOLATION
Dear Mr. Quennoz:
An NRC inspection was :onducted February 4-6,1997, at your Trojan Nuclear Plant. The
enclosed report presents tha scope and results of that inspection.
The inspection covered the work in progress at Trojan related to the decommissioning and
dismantlement of the facility. Areas reviewed during this inspection included radiation
protection, operations involving your inspection of spent fuel, maintenance of fuel handling
equipment, compliance with the Technical Specifications, and Quality Assurance Program
implementation. Activities at Trojan appeared to be progressing safely.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)
and the circumstances surrounding this Technical Specification violation are described in
detail in the enclosed report. Your efforts to investigate the missed Technical Specification
audit, determine why this violation occurred, and implement corrective actions were
prompt and effective.
The NRC has concluded that the information regarding the reason for the violation, the
corrective actions taken and planned to correct the violation and to prevent a recurrence,
and the date when full compliance was achieved is already adequately addressed in the
enclosed inspection report. Therefore, you are not required to respond to this letter unless
the description therein does not accurately reflect your corrective actions or your position.
In that case, or if you choose to provide additional information, you should follow the
instructions specified in the enclosed Notice.
In accoroance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its er. closure will be placed in the NRC Public Document Room.
