Dear Mr. Martin:
This event surmary is submitted in accordance with NUREG 0654, Appendix 1 and CNS Emergency Plan Implementing Precedure (EPIP) 5.7.2 to close out the Notification of Unusual Event (NOUE) declared at 1730 August 24, 1985.
At approximately 1700, August 24, 1985, with the reactor in a run mode, a Meteorological System Trouble Alarm was received by the Control Room on Board VBD-Q. The Shif t Supervisor immediately investigated the problem and found that the computer controlling the Meteorological System had lost the control program. He then attempted to restart the system several times with no success.
The Shif t Supervisor assumed the role of Emergency Director at approximately 1730 and declared a Notification of Unusual Event based on Emergency Action Level 6.1.2 of CNS EPIP 5.7.1 which currently states, a Notification of Unusual Event will be declared when all meteorological instrumentation is inoperative. Appropriate notifications were initiated in accordance with EPIP 5.7.6, and were completed by 1810.
The Computer Applications Supervisor was notified of the problem at approximately 1720. Upon his arrival, several attempts were made to restart the system. This was successfully cotepleted at approximately 1754, and operability verified.
The Notification of Unusual Event was terminated by the Emergency Director at approximately 1824 Closcout notifications were initiated and completed by 1834.
