REQUEST FOR ADDITIONAL INFORMATION - LOSS OF ALL CONTROL ROOM VENTILATION

$ By letter dated December 18, 1985, (J. Ebersole, ACRS to N. Palladino, NRC), the ACRS encouraged the hRC staff to give additional attention to the habitability of the control room in the event of a loss of both emergency ventilation trains.

The ACRS noted that the heat load and rate of temperature rise in the control room under a range of various conditions should be considered.

In order to provide an accurate response to the ACRS' concern, we find that additional infonnation is needed concerning the control room and its ventilation systems. Accordingly, the enclosure to this letter is a request for additional information (RAI) concerning this issue.

Please provide your response to the enclosed RAI by Septen.ber 30, 1985.

In the ACRS's December 18, 1984 letter to Chairman Palladino, the ACRS encouraged the NRC staff to give additional attention to the control room habitability requirements and to evaluate the potential loss of both' trains of the emergency ventilation system and the heat load and rate'of. temperature rise in the control room under a range of HVAC conditions. So that we may be responsive to the ACRSg please provide the res'ults of an analysis or test of the effects of the loss of all ventilation and cooling to the control and the electrical equipment rooms. under various HVAC operating conditions. Your evaluation should include consideration of the rate of temperature rise in the general areas"of the control and electrical equipment rooms and in various

' cabinets._ At the McGuire plant, instruments failed or malfunctioned at -lower temperatures than expected. Therefore, such a test should

. enable the' applicant to identify hot spots, to correlate hot spot ,

temperatures with~ general area temperatures, and to identify the locations where the monitoring of the control and electrical equipment room temperatures for Technical Specification purposes should be made.
