SUBJECT:
NRC INTEGRATED INSPECTION REPORT NO. 50-289/96-06 AND NOTICE
OF VIOLATION
Dear Mr. Knubel:
. On September 28,1996, the NRC completed an inspection 'at your Three Mile Island 1-
reactor facility. The enclosed report presents the results of that inspection.
The weekly component vibration monitoring program, not required by the IST program,
was an example of an excellent maintenance initiative to detect and correct safety related'-
equipment problems before the component fails or becomes inoperable.
The violation for the improper control of a posted high radiation area entrance is cited in
the enclosed Notice of Violation, and the circumstances surrounding the violation are
' described in detail in the enclosed report. This is a repeat problem involving ~ a lack of
worker sensitivity to plant rules and regulations. Management and supervision's continued
reinforcement of the plant standards is warranted to reverse the present trend. Please note
- that you are required to respond to this letter and should follow the~ instructions specified
in the enclosed Notice when preparing your response. The NRC will use your response, in
part, to determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room (PDR).
