VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS 1 AND 2 PROPOSED TECHNICAL SPECIFICATIONS CHANGES EDG FUEL OIL AND SURVEILLANCE TESTING 4
In our Jaunuary 31, 1996 letter (Serial No.95-035) Virginia Electric and Power i
Company requested amendments, in the form of changes to the Technical Specifications, to Facility Operating License Nos. NPF-4 and NPF-7 for North Anna Power Station Units 1 and 2, respectively. The proposed changes requested a revision
'to the minimum Emergency Diesel Generator fuel oil day tank volume and permit surveillance testing performed at power to satisfy portions of surveillance requirements required during shutdown.
After further evaluation of the EDG surveillance requirements and discussions with the NRC Staff, we have decided to withdraw the proposed change associated with the EDG surveillance requirements at this time. EDG sun'aillance testing and frequency will be addressed as part of our Improved Technical Sp4cifications submittal. Therefore, please remove Technical Specifications pages 3/4 8-3a for Units 1 and 3/4 8-4 for Unit 2 from the January 31,1996 proposed Technical Specification changes.
The originial determination that these changes do not involve a significant hazards consideration is not impacted by the withdrawal of the proposed surveillance requirements changes. Please continue to evaluate the proposed change to the EDG l
fuel oil day tank volume.
Should you have any questions regarding this letter, please contact us.
Very truly yours,
