Gentlemen:
This refers to the routine safety inspection conducted by Mr. T. P. Gwynn and
others of this office on July 9, 1985 through August 19, 1985 of activities at
Clinton Power Station authorized by NRC Construction Permit No. CPPR-137, and
to the discussion of our findings with Mr. D. P. Hall and others of your staff
at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your activities appeared to be in violation
of NRC requirements, as described in the enclosed Appendix. With respect to
item 1 the inspection showed that action had been taken to correct the
identified violation and to prevent recurrence, that is, upgrade procedures,
train craft workers and quality control inspectors and perform a one month
surveillance of nonconformance report dispositions to verify that the corrective
actions were adequate. Consequently, no reply to this violation is required and
we have no further questions regarding the matter at this time.
Regarding the remaining item, a written response is required.
Paragraph 2.j. of the enclosed inspection report discusses the overinspection of
structural steel beams and meetings between the Senior Resident Inspector (SRI)
and IP representatives to clarify our understanding of your corr:nitments.
Because adverse findings by your inspectors had previously resulted in 100%
overinspection of accessible structural steel commencing in August 1984, the
SRI was concerned to learn that some secondary structural steel members and
additional steel structures were being excluded from the Overinspection Program.
After review of this matter by NRC inspectors, the following was communicated
to your representatives by the SRI on August 1,1985:
1.
For approximately 350 beams identified as secondary with no over-
inspection required, IP must provide the methodology by which future
modifications will be controlled such that beams not subject to over-
inspection will be inspected prior to performance of the modification,
or justify why inspection at that point in time is not required.

For the additional list of steel structures given to the SRI and not
subject to overinspection, perform overinspection or submit justification
to Region III for termination of overinspection of that connodity.
This information was reiterated at the exit meeting held onsite on
August 19, 1985. Your response is requested.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosures will be placed in the NRC Public Document Room.
The responses directed by this letter (and the accompanying Notice) are not
subject to the clearance procedures of the Office of Management and Budget as
required by the Paperwork Reduction Act of 1980, PL 96-511.
We will gladly discuss any questions you have concerning this inspection.
