NRC QUAD CITIES SECURITY INSPECTION REPORTS N0. 50-254/96013(DRS);

Dear Mr. Kraft:

On September 27, 1996, the NRC completed an inspection at your Quad Cities
Nuclear Reactor Station. The enclosed report presents the results of that
inspection.
Areas examined during the inspection are identified in the report.
Within
these areas, the inspection consisted of a selective examination of procedures
and representative records, interviews with personnel, and observations of
activities in progress. The purpose of the inspection effort was to determine
whether activities authorized by the license were conducted safely and in
accordance with NRC requirements.
The summary contained in the report
provides an overview of our assessment of your performance in the area of
' physical security.
Two NRC violations were identified during our inspection activities of your
physical security program.
In the first instance, an NRC inspector that some
material delivered into the protected area was inadequately controlled,
because personnel were not aware of material control security requirements and
security oversight of the material control program was weak.
In the second
instance, an NRC inspector identified that many of your security force members
failed to properly implement a vehicle access control procedure.
Failure to
properly implement the vehicle control procedure could be a precursor to an
adverse trend regarding procedural adherence.
The specifies of our findings
are addressed in the enclosed report.
Areas examined during this inspection concern a subject matter which is exempt
from disclosure according to 10 CFR 73.21(c)(2). This information must be
