SUBJECT:
REVIEW 0F TOPICAL REPORT TR-078, REVISION 0. ENTITLED TMI-l TRANSIENT ANALYSES USING THE RETRAN COMPUTER CODE (TAC NO. M92167)
Dear Mr. Knubel:
By letter dated March 17, 1995, as supplemented August 22, 1996 and November 6,1996, GPU Nuclear (GPUN), the licensee for Three Mile Island, Unit 1 (TMI-1), submitted topical report TR-078, Revision 0, "TMI-l Transient Analyses Using the RETRAN Computer Code" for staff review and approval. The RETRAN computer code is to be used to perform system transient analyses to support in-house GPUN core reload design for TMI-1. The staff has reviewed the submittals and, with consideration of the audit findings, concluded that GPUN has demonstrated the methodology, as described in the above cited submittals, is acceptable for use in TMI-l licensing applications under the current licensing basis for events addressed in this review.
Because the scope of this review is limited to the present TMI-1 licensing basis, the review would have to be updated should the TMI-1: licensing basis change. Our Safety Evaluation is' enclosed. This completes our effort on this issue and we are, therefore, closing TAC No. M92167.
j Sincerely,
/s/ '
