Core Reload Methodology This letter transmits GPU Nuclear Topical Report TR-078, Revision 0, "TMI-1 Transient Analyses Using the RETRAN Computer Code," for NRC review and approval for use in TMI-1 core reload evaluations. The RETRAN Computer Code is to be used to perform system transient analyses to support in-house GPU Nuclear core reload design for TMI-1. This report describes the RETRAN model and general code features. The adequacy of the model and the associated accident analysis methodology has been demonstrated by comparison of representative analytical results to vendor calculations and to plant data. The verall good agreement in these comparisons and the conservative response for licensing applications demonstrates GPU Nuclear's ability to perform operational and licensing analysis of TMI-1, using RETRAN.

GPU Nuclear is planning to utilize in-house core reload design methods for the TMI-l Cycle 12 core design. Cycle 12 core design activities are scheduled to commence April 1996 to support the Cycle 12 startup in October 1997. Two (2) remaining T<>pical Reports addressing GPU Nuclear in-house reload design methods for TDI-1 vill be submitted by April 1995. GPU Nuclear is prepared to respond to any % review questions and to fully support the review process as '

nere."ary.
