Subject: SOUTH TEXAS PROJECT ENGINEERING ASSURANCE PROGRAM (EAP)

INSPECTION REPORT 50-498/85-14

This -letter conveys the NRC's evaluation of Stone and Webster Engineering

Corporation's (SWEC) audits of two EAP tasks: Control Room HVAC (Task 85-1)

and the Component Cooling Water System (Task 85-2). The inspection was

conducted by a team of personnel from the NRC's Office of Inspection and

Enforcement and consultants at the SWEC offices in Boston, Massachusetts

from July 22, 1985 to July 26, 1985. The objective of the inspection was

threefold: (1) to verify that SWEC's audits of the two aforementioned EAP

topics were performed in sufficient technical depth to achieve the objectives

of the EA Program; (2) verify that the background documentation supported

the findings and conclusions of the reports; and (3) to review the status of

items identified by the NRC'in Inspection Report 50-498/85-09.

Based on this review, the NRC found that Tasks 85-1 and 85-2 were acceptably  :

completed subject to comments contained in this report. The SWEC review was  !

comprehensive, checksheets were thoroughly completed, files were in good order, -

and backup documentation was auditable and supported SWEC's findings and

conclusions. Subsequent NRC inspection on Tasks 85-1 and 85-2 will focus on  ;

resolution of action items and implementation of corrective actions.

The specific items identified in our prior Inspection Report No. 50-498/85-09

were reviewed by the NRC during this inspection. Attachment 1 to the enclosed

inspection report provides our disposition of each of the prior inspection

report items.

The next inspection of your EAP is tentatively scheduled for November 1985.

The purpose of this inspection is to inspect the implementation of corrective -

actions associated with prior EAP audits and is, therefore, contingent upon  !

that forthcoming inspection we plan to follow-up on the items identified in the

enclosed Inspection Report including confirmation of items associated with

Attachment 1.
