Gentlemen:

This refers to the inspection conducted by. Messrs. T. A. Flippo, W. B. Jones,

~

and A. R. Johnson of this office ~ during the period June 1 through July 31,

1985, of activities authorized by NRC.0perating License NPF-38 for Waterford

Steam Electric Station, Unit 3, and to the discussions of ou findings with

Mr. R. P. Barkhurst and other members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included Phase III test witnessing, test

,

results evaluation, surveillance testing and calibration control,

station batteries, control of design changes and modifications, audits,

Phase III quality activities, auditor and. inspector training, control room

ventilation system emergency outside air intake valves, and operational mode

,

changes. Within these areas, the inspection consisted of selective examination

of procedures and representative records, interviews with personnel, and

,

observations by the inspectors.

These findings are documented in the enclosed

inspection report.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements.

Consequently,~you are required to respond to

,

these violations, in writing, in accordance with the provisions of

Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Federal Regulations.

Your response should be based on the specifics contained

in the Notice of Violation enclosed with this letter.

The response directed by this letter and the accompanying Notice is not subject

to the' clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Action of 1980, PL.96-511.

Should you have any questions concerning this inspection, we will be pleased to

discuss them with you.
