Interim 10CFR50.55(e) Report:

Brown Boveri K-Line Circuit Breaker with Overcurrent trip Device Model OD-4 or OD-5 (CDR 85-00-11)

Dear Sir:

On July 31, 1985, we reported a potential 10CFR50.55(e) deficiency, Reference (b), regarding Brown Boveri K-Line circuit breakers with overcurrent trip devices Model OD-4 or OD-5.

This deficiency has been evaluated and determined to be reportable under the provisions of 10CFR50.55(e).

Description of Deficiency This deficiency is associated with incorrectly supplied short time delay band levers (links) in OD-4 and OD-5 trip devices. The incorrect levers may limit the travel of the short time armature and cause the short time element to be inoperative in the maximum band.

This potential problem has also been reported to the NRC (R.C. DeYoung, Director, Office of Inspection and Enforcement) in BBC Brown Boveri's 10CFR Part 21 Reports, dated May 13, 1985, and June 6,1985.

Subsequently, the NRC issued IE Information Notice No. 85-64 on the same subject.

Mr. Richard W. Starostecki Page 2 An inspection of the subject circuit breakers at Seabrook has identified approximately 60 trip devices with incorrect levers, some of which are utilized in safety-related applications.

Safety Implications This potential failure could inhibit a safety-related circuit breaker from performing its intended safety function.

Corrective Action Per Brown Boveri's 10CFR Part 21 Report, Brown Boveri will supply correct replacement levers. We will inform Region I when the lever replacement is completed for the trip devices which are utilized in safety-related applications.

This letter is being filed pursuant to the interim reporting provisions of 10CFR50.55(e)(3).
