T0 10 CFR PART 51 By.an SRM dated May 8, 1996, the Secretary of the Commission indicated that i
i the Commission (with all Commissioners agreeing) has approved an interim final i
rule on environmental review for renewal of nuclear power plant operating licenses. This rule was set out in SECY-96-035 and was modified in accordance i
with a memorandum dated April 17, 1996, in which the Commission instructed the staff to publish the rule for a 30-day comment period and to request specific comment on the issues of:
- 1) low-level waste storage a disposal impacts,'
- 2) the cumulative radiological effects from the fuel cycle, and 3) the effects from the disposal of high-level waste and spent fuel.
Please implement the Commission's action by arranging for publication of the attached interim final rule in the Federal Reaister allowing 30 days for public comment.
Attached are letters for the Congressional Review for the Small Business Regulatory Enforcement Fairness Act of 1996.
Also attached is a Congressional letter package for transmittal to OCA and two copies of the public announcement for transmittal to OPA.
Copies of the generic environmental impact statement (NUREG-1437), staff response to public comments (NUREG-1529), and the regulatory analysis (NUREG-i 1440) have been placed in the PDR.
