SUBJECT:
IMPLEMENTATION OF COMMISSION ACTION: AMENDMENTS TO 10 CFR PART 51 By the attached e-mail dated July 8, 1996, the Office of the Secretary of the Commission indicated that the Commission is in agreement that the comment period for the final rule on " Environmental Review for Renewal of Nuclear Power Plant Operating Licenses," should be extended until August 5,1996, with the effective date.of the rule changed to September 5, 1996. The Federal Register notice (61'FR;28467): published June 5,1995, specifies that the comment period closes'on July 5, 1996, and that absent a determination by the NRC that the rule should be modified, based on comments received, the rule shall be effective on August 5,1996.
Please implement the Commission's action by arranging for publication in the Federal Register of the attached notice extending the comment period for this rule.

SUMMARY
- On June 5,1996, a final amendment to 10 CFR Part 51 was published in the Federal Register (61 FR 28467), to establish new requirements for the environmental review of applications to renew the operating licenses of j
nuclear power plants.
The Nuclear Regulatory Commission (NRC) solicited l
public comment on this rule for a period of 30 days, ending July 5, 1996.
Absent a determination by the NRC that the rule should be modified, based on comments received, the final rule was to be effective on August 5,1996.
In response to a request to extend the comment period, the NRC is issuing this notice extending the :omment period.
