RELIEF REQUEST V-20, HOPE CREEK GENERATING STATION (TAC NO. M96320)
Dear Mr. Eliason:
The NRC staff has reviewed Relief Request V-20, as discussed in your letter dated August 7,1996, for the Hope Creek Generating Station, Inservice Testing Program.
i The August 7,1996, letter requested relief from the power-operated valve requirements of ASME Section XI, Paragraph IWV-3413(b) for the emergency diesel generator (EDG) air start system solenoid valves IKJ-SV-7535A, 75358, 7535C, 7535D, 7536A, 7536B, 7536C, and 7536D. As an alternative, it was proposed that the operational readiness of these solenoid valves be verified on a 3-month frequency during EDG testing.
The staff has reviewed your submittal and grants the relief requested pursuant to 10 CFR 50.55a(f)(6)(i), in that the Code requirements are impractical for your facility.
In granting their relief, the staff considered the burden on the licensee if the Code requirements were imposed and determined that the relief granted and alternative imposed are authorized by law and will not endanger life or property or the common defense and security and are otherwise in the public interest.
