Dear Mr. Goldberg:

SUBJECT:

DRAFT SAFETY EVALUATION REPORT FOR THE SOUTH TEXAS PROJECT, UNITS 1 AND 2 The NRC Report staff for (DSER) hasthe prepared, and is South Texas issuing Project (herewith, STP). The DSERthe reflects Draft Safety Evaluation the current status of the staff review of the STP FSAR and associated sutxnittals. It is considered an important preparatory step toward preparation of the final safety Safety Evaluation Report (SER) which is due for publication in December 1985.

The DSER is not a complete document because the staff has either not completed the review of certain areas or is awaiting additional information from you to complete the review. The DSER has identified certain technical areas of incomplete resolution (called open items or confirmatory items) which are dis-cussed in detail within the text. As the staff completes its work on the remaining sections of the DSER, additonal areas requiring resolution may be identified. Ti.e sections under review, and therefore, not covered by the DSER are identified in the Table of Contents by showing a b W k against the page number.

The main purpose of the DSER is to provide a well defined framework in which to pursue the continuing review of your operating license application. We look forward to cooperation from your organization to achieve closure on these and other open or confirmatory items before the final SER.

Please contact the Project Manager, N. Prasad Kadambi at (301) 492-7272 if you have any questions.

Sincerely, 8509030324 e50026 7 g/ g
