Dear Mr. Barron:
i
On January 11. 1997, the NRC completed an inspection at your McGuire 1 & 2
reactor facilities. The enclosed report presents the results of that inspec-
!
tion.
During the 6-week period covered by this inspection aeriod, your conduct of
!
activities at the McGuire facilities was generally claracterized by safety-
'
conscious operations, sound engineering and maintenance practices, and careful
i
'
radiological work controls. Appropriate control of pre-outage work activities
such as steam generator replacement preparations were noted during this period
as detailed in the report.

However, violations of NRC requirements were identified regarding the failure
to follow established modification procedures and failure to appropriately
l
evaluate a secondary chemistry test in accordance with the requirements of 10
'
CFR 50.59.
i
i
The violations are cited in the enclosed Notice of Violation and the
)
circumstances surrounding the issues are described in detail in the enclosed
report.
Please note that you are required to respond to this letter and
l
should follow the instructions specified in the enclosed Notice when preparing
your response.
The NRC will use your response. in part. to determine whether
-
further enforcement action is necessary to ensure compliance with regulatory
'
requirements.
-
The enclosed report also identifies activities that violated NRC requirements
that will not be subject to enforcement action because the licensee's efforts
,
in identifying and/or correcting the violation meet the criteria specified in
l
Section VII.B.1 of the Enforcement Policy.

In addition, portions of this inspection determined that you had met the
intent of Generic Letter 89-10, Safety-Related Motor-Operated Valve Testing
i

and Surveillance. However, we noted several weaknesses in data and
,
assumptions that you used in verifying the design basis ca) abilities of MOVs.
l
You have initiated actions to resolve the weaknesses and t1ese actions are

tracked in your Problem Investigation Process (PIP) 0-M96-3542.
We are
requesting that you notify us of the status of the actions as follows:
Notify us of the status of all action items within 60 days after
completion of the 1997 Unit I refueling outage.
Notify us of the status of completion by December 31, 1997.
The
PIP indicates all actions will be complete by that date.
Based on the NRC staff's review of the McGuire GL 89-10 program and its
implementation, and the actions established by the licensee in PIP 0-M96-3542,
the NRC staff is closing its review of the GL 89-10 program at McGuire.
The
completion of these licensee actions will be assessed as part of the NRC
staff's monitoring of the licensee's long-term MOV program.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice." a copy of
this letter and its enclosures will be placed in the NRC Public Document Room
(PDR).
