Section 3.2 of Appendix B to Facility License Nos. NPF-10 and NPF-15 for San Onofre Nuclear Generating Station (SONGS), Units 2 and 3, require violations of the National Pollutant Discharge Elimination System (NPDES) permit or State Certification (pursuant to Section 401 of the Clean Water Act) to be reported

Release From the High Flow Make-up Demineralizer (HFMUD) Waste Neutralization Tank on 12/7/96 at San Onofre Nuclear Generating Station (SONGS)
Dear Mr. Richter:
A release of 42,106 gallons of wastewater with a concentration of approximately 1% sulfuric acid occurred at 0940 through 1041 on 12/7/96 from the High Flow Make-up Demineralizer (HFMUD) Waste Neutralization Tank. The release occurred due to a drain valve being inadvertantly left open by an operator at the Waste Neutralization Tank during the early stages of a regeneration operation at the HFMUD.

T 700 gpm. No Unit 3 across the beach discharge occured during this release. The release was diluted in the Unit 3 Combined Discharge with a flowrate of approximately 800,000 gpm. A combined discharge sa.nple obtained after the incident at 1450 indicated a pH of 8.1. No NPDES effluent limits were excaeded.
This exceeded the 1000 pounds reportable quantity limit for sulfuric acid in the Federal Code of Regulations by 2500 lbs. All notifications to the applicable regulatory agencies were made within a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period.
