This letter provides a copy of the referenced letter which reported one (1) NPDES Permit violation during the month of November 1996, to the California Regional Water Quality Control Board, San Diego Region.

NPDES Discharge Monitoring Report San Onofre Nuclear Generating Station, Unit 1

Dear Mr. Robertus:

The NPDES Discharge Monitoring Report (DMR) for San Onofre Unit I covering the month of November is submitted in accordance with the requirements of Order No. 95-02 (NPDES Permit No. CA0001228). A summan of the generating unit's status and significant analytical results is provided below.

The unit was permanently removed from senice in November 1992. All sampled water sources were found to be within permit limits.

On 11/26/96 at 1800 the Unit i Main Transformer failed. Power to the salt water cooling pumps at Unit I was lost. The salt water cooling pumps provide dilution flow for the sewage treatment plant efiluent as well as heat removal from plant auxiliary components. Due to this loss of power, there was no dilution of the sewage treatment plant effluent until auxiliary power was restored at 0024 on 11/28/96. Samples obtained in the surf zone in three locations in the vicinity of the Unit I combined discharge on i 1/27/96 all indicated celifonn levels well below Ocean Plan limits for coliform (results are attached). The Unit I transformer has since been repaired.
