Dear Dr. Jackson,

On June 14 of this year I wrote you a letter (copy enclosed) calling to your attention that GPU management had stated under oath that Ovster Creek cannot safely be run without full core offload capacity.

Your staff informed me that this matter would be treated as a 2.206 petition.

In October Oyster Creek was allowed to start up from a refueling outage in exactly the configuration that GPU management has sworn to be unsafe.

No response from your agency under 2.206 was ever forthcoming.

On what grounds would you suggest that we subscribe to the integrity of your agency?
