OUTSTANDING FIRE. PROTECTION MODIFICATIONS Re:
Cooper Nuclear Station By letter dated September 21, 1983, the NRC granted technical. exemptions for Cooper Nuclear Station plant' areas that were found not to comply'with the requirements of Appendix R to 10 CFR 50. These plant. areas were identified in your fire protection analysis and request for exemption submitted by letter dated June 28, 1982. Subsequently, by letter dated June 7,1985, you submitted the results of a recent analysis in which you identified additional areas that did not meet the requirements of Section III.G.2 of
-Appendix R.
An exemption was requested from the schedular requirements of 10 CFR 50.48(c) for completion of the five modifications that would correct the deficiencies in these recently identified areas. An extension until startup from the 1986 refueling outage was requested for completion of the modifications.. Compensatory measures that would be taken to provide interim fire protection for the areas of concern were also discussed. By letters dated July 18 and July 31, 1985, the exemption request for one of the five modifications'was withdrawn since this action would be completed before startup from the ongoing refueling outage.
We have reviewed the five modifications proposed by your June 7,1985 submittal.
Based on our review discussed in the enclosed Safety Evaluation we conclude that the proposed modifications are in accordance with the technical requirements of Appendix R and are, therefore, acceptable.
We have. reviewed your request for schedular exemption for completion of four modifications in your June 7, July 18 and July 31, 1985 submittals.
By letter dated May 2, 1982, we granted an exemption from the schedular requirements of 10 CFR 50.48(c). This exemption extended the date for you to identify all plant areas not meeting the requirements.of Appendix R 8508290424 850821

Because your 50.48(c) schedule has been expired for several years, we cannot now grant an exemption extending that schedule. Your schedule for completion of the modifications as well as the interim compensatory measures that will be instituted should be addressed with Region IV.
