NRC INSPECTION REPORT NO. 70-1113/96-10 AND NOTICE OF VIOLATION
Dear Mr. Kipp:
This refers to the inspection conducted on September 30 thru October 3,1996, at the Wilmington facility. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely and in accordance with NRC requirements.
At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.
Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.
Based on the results of this inspection, certain of your activities appeared to be in violation of NRC requirements, as specified in the enclosed Notice of Violation (Notice).
The NRC has concluded that information regarding the reason for the violations, the corrective actions taken and planned to correct the violations and prevent recurrence, and the date when full compliance will be achieved is already adeque?ely addressed in that you have already taken adequate corrective actions. Therefore, you are 'iot required to respond to this
- letter, in accordance with 10 CFR 2.790, of the NRC's " Rules of Prauice," a copy of this letter and enclosures will be placed in the NRC Public Document Room.
