Dear Mr Greene:
By letter dated August 28, 1996, you requested relief from the 10 CFR Part 170 fees that will be assessed to the Westinghouse Ownsrs Group (WOG) for the staff's review of license renewal Generic Technical Reports'(GTRs).
Your: request also included relief fron Part 170 fees already assessed for the ongoing.
reviews of GTR WCAP-14422,- " License Renewal. Evaluation: Aging Management For Reactor Coolant System Supports," and GTR WCAP-l' i
14574, "' License Renewal Evaluation: Aging Management For i
l Pressurizers."

The NRC staff has reviewed your request and determined 4that it meets the criteria delineated in/10 CFR-171~.21' footnote ~4 criterion 2.
This determination.was based on the: staff's conclusion that the reviews of the license. renewal GTRs will l
assist in the development.of the standard review plan guidance by establishing aging effects.and aging management programs that are
_ specific to the Westinghouse. Nuclear Steam Supply-System, as well i
as providing additional information to address-a number of.
generic aging issues ~.
As a result of the staff's determination, a partial. fee wavier is granted for.the remainder of the WCAP-14422 and WCAP-14574 review and any future license renewal GTRs the staff deems beneficial to the development ~of generic license renewal' regulatory guidance such as the standard review plan.
However, for reasons. discussed below the staff denies your request to recoup any fees'already assessed to the review of WCAP-14422 or WCAP-14574.
The staff intends to manage the review of th'e WOG GTRs using a specific GTR TAC and a generic TAC.
The' staff will allocate the time charged to the generic TAC based on the generic benefit of the particular review.
The portion of.the staff's review that
. supports the staff'sLdevelopment of the generic standard review l
plan guidance will be charged to the generic TAC and fees will be

l recovered under the annual fees of Part 171.
The remaining portion of the staff's review will be: charged to the specific GTR j{
l TAC and will be recovered under the specific Part 170 fees for

Without an established process as described above to track the generic and WOG specific benefit, it would not be possible to accurately access the generic benefit to date from the review of WCAP-14422 and WCAP-14574.
Therefore, it l
would not be possible to recoup any fees already assessed to the WOG for the review of WCAP-14422 and WCAP-14574.
