FNMC Plan, SNM-1168, Docket 70-1021 Framatome Cogema Fuels (FCF) requests a 30 day extension for completion of the DOE /NRC Form 741s to begin directly after the lifting of the Confirmatory Action Letter No. H-96-001 from Dr. Carl J. Paperiello, USNRC, to Mr. Charles W. Carr, FCF, dated November 20,1996. As you are aware, on January 3,1997, FCF received VVER assembly serial number 31908, which was scheduled for do' unload but was inadvertently returned to its origin in Germany on September 25,1996. With the CAL placing further downloading operations on hold, the 30 day requirements for completion of the Form 741 will be violated.
Additionally, the Fundamental Nuclear Materials Control (FNMC) Plan which was submitted on October 28, 1996, is being rescinded due to additional changes resulting from the loss of the assembly. The Plan is presently being reviewed by an independent outside source. Upon completion of the review and incorporation of numerous changes, the Plan will be resubmitted.
