Grand Gulf Nuclear Station, Mississippi Exercise Report Three copies of the Grand Gulf " Draft" Exercise Report for the exer-cise conducted February 27, 1985 are enclosed. The exercise was remedial in nature, although it was not required.

Needed improvements have been made and were demonstrated in the area of public information. Also, the State of Mississippi and Claiborne County demonstrated that off-site preparedness is adequate to pro-vide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public living in the vicinity of the site in the event of a radiological emergency.

The report was distributed to the Federal evaluators for review.

Minor changes were made which are incorporated in the enclosed report.

Please notify us when the report is transmitted to the Nuclear Regu-latory Commission so that a copy can be transmitted to the State of Mississippi.

I. EXERCISE

SUMMARY

A partial participation exercise of a remedial nature was conducted at the Grand Gulf Nuclear Station on February 27, 1985. The exer-cise was observed by ten Federal evaluators representing three Federal agencies (FEMA, NRC and DOT). The evaluation was based on NUREG-06 54-FEMA-REP-1, Rev. 1, " Criteria for Preparation and Evalua- ,

1 tion of Radiological Emergency Response Plans and Preparedness in 3 Support of Nuclear Power Plants."

1 The necessity for conducting a voluntary remedial exercise was brought

about due to the observed recurring deficiencies in the area of public

~

information (G.4.b., G.4.c., F.1.b.) during the Grand Gulf Exercise )

, conducted April 11, 1984. Clearly, a great deal of effort has been ,

' spent correcting those problem areas, as was evident in the success- l ful completion of the February 27, 1985 exercise. Much improvement was noted. )

i The Grand Gulf Nuclear Station is located near the Mississippi River, in Claiborne County, Mississippi. Included in the 10-mile Emergency e Planning Zone (EPZ) of the utility are portions of Claiborne County and Tensas Parrish, Louisiana. The Federal boundary between FEMA Region IV and FEMA Region VI is the Mississippi River. Accordingly,

. FEMA Region VI is responsible for the evaluation of activities in Tensas Parrish. The FEMA Region IV Risk County, Claiborne County, l I

was fully activated and is evaluated in this report.

No NUREG-0654 deficiencies were observed by the Federal evaluators j

. during the course of this exercise. However, some suggestions for improvement have been offered, such as: additional training for

.- Claiborne County emergency workers; more direct responses to media inquiries on such things as liability, health implications of radia-tion, and specific dose projections; and possibly improve upon the information logging system in the Public Information section of the State EOC, or add a status board for more thorough tracking of Public Information actions. These suggestions for improvement are listed in greater detail in Section IV of this report.

j A brief summary of State and county activities follows.

Exercise activity on the part of the State of Mississippi was mini-mal with the exception of Public Information. Mississippi Emergency Management Agency (MEMA) utilized its operations and communications personnel during exercise play. Additionally, the Mississippi Health Department, Radiological Health, participated in and utilized the j exercise to train additional personnel. The most activity at the State level, however, was in the area of Public Information.

[ Public Information activity was much better coordinated in this

[J exercise, than was observed in the April 11, 1984 exercise. MEMA U and Mississippi Power and Light Company (MP&L) have worked together to develop and employ a new Public Information set of Standard Operating Procedures. Additionally, new equipment has been added to provide a telephone conferencing capability between the three Public Information points: State Emergency Operating Center (SEOC),

the Emergency News Media Center and the MP&L Corporate Headquarters (back-up Emergency News Media Center).

Emergency Operating Facility (EOF) l The State of Mississippi dispatched two representatives from the

'j Health Department to the EOF. This action facilitated the coordi-nation and communications between the State and MP&L. Consequently, I protective action measures were jointly developed and implemented J in a timely fashion.

Claiborne County

]4 Claiborne County was more actively involved in the general exercise play than were the State agencies. The Port Gibson/Claiborne County Emergency Operations Center was fully staffed and direction and con-

trol was good throughout a well-executed exercise. Traffic Control Points (TCP) were activated and properly managed, but there is some question as to the degree of familiarity among TCP personnel with radiological subject matter and instrumentation.

II II. DETAILED DISCUSSION I

Introduction a

This was the fourth exercise conducted at the Grand Gulf Nuclear

' Station based on NUREG-0654 guidance criteria. The plant is located in Claiborne County, Mississippi, near the east bank of the Missis-

] sippi River. This exercise was brought about by the need to demon-

.1 strate better coordinstion among State and local agencies and MP&L in the release of Public Information.

Participants in the February 27, 1985 exercise included: Mississippi Emergency Management Agency, Mississippi Health Department, Missis-

- sippi Highway Patrol and Claiborne County officials and staff. On the west bank of the Mississippi River, Tensas Parrish, Louisiana

'* also participated, however, review of those activities is included in the report being prepared by FEMA Region VI.

Criteria used to evaluate the exercise are contained in the " Modular Format for Uniformity of Radiological Emergency Preparedness Exercise

- Observations and Evaluations," issued by FEMA on August 5, 1983.

The Federal Evaluators List, Exercise Objectives, Scenario, and the MEMA Public Information SOP are included in Appendices A through C in the last section of this report.

State of Mississippi State Emergency Operating Center (SEOC)

The State Emergency Operating Center (SEOC) is an adequate facility to support the operations of emergency personnel of respondina agencies. All necessary status boards and maps were available and posted in clearly visible positions in the EOC. Equipment used to communicate with other facilities, including the utility and

- Claiborne County, is excellent and staff was knowledgeable in its use.

I Exercise play was minimal at the SEOC except for Public Information which was fully activated. Personnel participating in the exercise represented MEMA and Mississippi Health Department. Emergency j operations were effectively managed by the State Director and the Operations Officer. Primarily, MEMA operations were limited to communications, message handling, and simulated coordination with i other State and Federal agencies.

Mississippi Health Department (Radiological Health) had responsibility for assessing the radiological situation, and for makiag appropriate protective measure recommendations. Radiological Health activities included the training of additional personnel. Operations were ob-served to be excellent. Management decisions and actions were carried 3 ,

b out properly. Communications were good. Calculations of off-site

? dose commitments and protective action recommendations were given to local government and other State agencies in a timely and appro-priate manner.

Radiological Health made use of a new portable computer during this 3 exercise, which proved to be most helpful. Using the computer, off-site dose commitments were figured very rapidly. Protective

'.I action reocamendations were timely, however, hard copy updates on 3 plant conditions were lagging approximately 30 minutes during the early part of the exercise. Minor procedural activity should be

'T reviewed for future exercise play.

Emergency Operations Facility (EOF) l The State Health Department dispatched two representatives to the 1 Emergency Operations Facility (EOF) . Their primary function was to direct the efforts of the State Monitoring Teams (simulated) and to coordinate and communicate with the MP&L Technical Assessment Team.

These Health Department representatives were adequately trained, and effectively carried out their responsibilities in accordance with prescribed State procedures. The State effectively utilized this exercise as an opportunity to cross train other Health Depart-ment members.

The flow of technical information from the Grand Gulf facility to the State EOC in Jackson was complete and timely.

Public Information State Emergency Operating Center (SEOC) - State activation and staff-ing of the Public Information System was effectively demonstrated.

Staff were promptly alerted and later activated for response during the exercise. Implementation of established notification procedures was professionally managed. Pre-packaged kits with support materials were ready and available for all aspects of the Public Information operations.

. As the emergency situation continued to deteriorate, appropriate ac-tions were accomplished. The State PIO briefed and transferred respon-sibilities to the Deputy PIO in order to depart for the Emergency News

Media Center (ENMC). Equipment and resources were available to support coordination between the State, local and utility representatives.

, This was accomplished by use of a dedicated phone line between the I State and utility operations. Hard copy capability was established to follow-up all discussions by dedicated phone lines.

'} Public Information activities at the State EOC included the follow-ing staff: Deputy PIO, Information Assistant, Rumor Control Monitor, Government Liaison for Notification, Speaker Phone Monitor, Support

Staff and Media Room Attendant.

7 12 During the first briefing, coordination internally was weak, but

,  ! all necessary spokespersons were available for response.

1' The numbering and tracking of press releases was a little confusing j early in the exercise play. Press release number two was not num-bered correctly. This was corrected, and subsequent releases were

correctly numbered.

t ' l The coordination of releases was effectively carried out. Some 3 problems were encountered between the SEOC operations staff and the PIO's. Several delays were experienced in receiving hard copy n releases from the telefax center. In fact, one draft release was l

not received and the coordination had to be accomplished by the MP&L PIO reading the release over the phone to the State Deputy i

- PIO. Later the Deputy PIO pursued a resolution to the problem, and a clear distribution system was established. This solved the
  • communications break down, and restored the flow of information, i Early tracking of T.V. and radio coverage was not accomplished. Com-

. merical radio monitoring was later established.

! Emergency Broadcast System (EBS) support was excellent. The coordi-i nation and activation of EBS for emergency information to the public was properly carried out. Radio staff taped live EBS messages from i

the SEOC. Coordination and cooperation was good and demonstrated by the active participation during the exercise. All subsequent EBS t '

actions were simulated.

Press briefings were good and the SEOC support from decision-makers iL was excellent. State decision-makers were available for all press briefings.

The Deputy PIO was outstanding in a leadership role and effectively utilized staff. It is recommended that staff keep a more formal log of individual actions and the time at which these actions were ,

carried out. This would allow for a better system of identifying actions which are still outstanding so that a responsibility is not overlooked.

!  ! Support maps and charts were available and used in the media room 1 as well as the PIO work area. It is suggested that a status board

' " be added to the work room so that PIO staff can quickly and accu-j rately keep up with emergency actions. In a long term emergency operation, status boards and log sheets are also helpful for ease in shift changes.

' Rumor control was adequately demonstrated and one repetitive con-corn involved the use of KI. This concern was injected into the Public Information System in an effective and timely fashion.

. L to the Deputy PIO. A coordination effort took place with the ENMC

] and a news release was generated. All of this transpired in about twenty-five minutes and adequately demonstrated the Public Informa-tion System is coordinated with rumor control.

) Overall, the support for Public Information was excellent consider-

- ing the brief period of time the procedures have been in place.

Staff were enthusiastic and carried out instructions professionally.

3 Emergency News Media Center (ENMC) - MEMA Public Information activi-l ties were greatly improved over previous exercises. The agency, in t concert with Claiborne County and MP&L, has developed both written i and verbal procedures which were satisfactorily demonstrated during this exercise.

The only shortcomings observed were caused by a reluctance to ad-

- dress media inquiries on some subjects such as liability, health implications of radiation, and specific dose projections and/or

' ~

measurements of radiation released into the atmosphere during the i drill.

The physical location and facility for the ENMC is still less than desirable, but MEMA and MP&L staff made the most of what they had to work with at the Chamberlain Hunt Academy.

Claiborne County Claiborne County Emergency Operations Center (EOC)

The Claiborne County EOC is located in Port Gibson, Mississippi.  ;

The facility has adequate space to accommodate the EOC staff, but l

" it is located only 4 miles from the Grand Gulf Nuclear Station.

The construction of a new facility is currently being discussed.

Claiborne County's EOC staff consisted of representatives from: l Claiborne County Hospital, County Agent, Electric Power Association, I MP&L, Claiborne County Sheriff's Department, American Red Cross, l Claiborne County Health Department, Claiborne County Schools, Claiborne County Gas & Water Department, County Welfare Department, ,

e County Fire Department, Port Gibson Police, Mayor of Port Gibson, County Board of Supervisors, Mississippi Highway Patrol, Port

Gibson/Claiborne County Civil Defense Director. All representatives j except the Health Department were in place by 10:52 a.m.

The exercise was well-executed, though more activitiy for EOC per-l* sonnel would be desirable in future exercises. A. C. Garner, Port Gibson/Claiborne County Civil Defense Director, provided good

! direction and control in the EOC. Staff were plentiful and most

} displayed a good working knowledge of his or her role.

Field Activities r

Outside activities in Claiborne County consisted of activating three Traffic Control Points (TCP's). Personnel at these TCP's were very y

knowledgeable in matters concerning the direction and control of traf-fic. However, they were not knowledgeable in such things as dosimetry, personal exposure limits, decontamination procedures, identification of evacuated residences, or plant conditions. One officer, with the

,! Mississippi Highway Patrol, had completed the Radiological Accident

.I Course currently being offered by the State of Mississippi, but did not feel knowledgeable in radiological matters. It is strongly recom-c: mended that additional training keyed toward nuclear power plant accident response, specifically in the radiological exposure area, be provided for these field personnel.

' - Tracking of radio and T.V. coverage of an accident at Grand Gulf Nuclear Station should be started when the EOC is noti-1 fled that a problem exists.

  • - Additional training keyed toward nuclear power plant accident response, specifically in the radiological exposure area, should be provided for field personnel. The current State offered Radiological Accident Course is not adequate for training field personnel who would be involved in an accident at the Grand Gulf Nuclear Station.

- Tracking of radio and T.V. coverage of an accident at Grand Gulf Nuclear Station should be started when the EOC is noti-fied of a problem.

- A more appropriate type of status board would have space for multiple messages and information regarding actions taken over time.

On Thursday morning, the joint local State, and Federal critique will be held at the State EOC. At 12:30 p.m., a State / utility meeting will be held. At 4:00 p.m. that evening, the public critique will be held at the Claiborne County Courthouse in ,

OF EVENTS The plant is at 98% power near the end of the second 18 month cycle.

occurs, causing the leak on the CRD flange to increase to 60 CPM. The electrical transient causes a " flash fire" in Division II switchgear; I Division I and III power are restored.

I. PURPOSE A. The purposes of this document are to revise current plans and establish a new standard operating procedure for public information, to be used by personnel of the State of Mississippi in responding to an -

incident at the Grand Gulf Nuclear Station near Port Gibson.

Mississippi. This document is not intended to address the public information needs of the operator of the plant, Mississippi Power and Light Company, but rather is intended to complement their procedures and mesh with their needs in order to accomplish the goal of the emergency public information program--the effective distribution of vital .information to the affected populace in the most expeditious andefgcLient'mannerpossible.

II. SCOPE A. In the event of an incident at the Grand Gulf Nuclear Station, the scope of the public information effort undertaken by the State of Mississippi will include: '

III. ASSIGNENT OF RESPONSIBILITIES A. Lead Public Information Officer: Normal assignment is Public Information

D. Information Assistant /Jacksen: Answers to Deputy Public Information Officer. Responsible for assisting Deputy Public Information Officer in any area, as ordered by the Deputy Public Information Officer.

E. Infomation Assistant / Port Gibson: Answers to lead Public Information Officer. Responsible for assisting Lead Public Information Officer in any area, as ordered by the Lead Public Information Officer.

IV. CONCEPT OF OPERATIONS

A. In the initial stages of the incident (Unusual Event status and Alert status), public information response will be handled from the State Emergency Operations Center.

B. The Duty Officer of the iiississippi Emergency Management Agency will notify the Lead Public Information Officer of an Unusual Event status and any changes thereafter in the status of the incident.

C. Th Duty Officer of the Mississippi Emergency Management Agency will

, handle any media inquiries at the Unusual Event status stage, if the incident occurs after normal business hours. Otherwise the toad Public Information Officer will take media calls at this point. At

D. The Lead Public Information will report to the State Emergency Operations Center if the incident is upgraded to Alert status.

1. The Deputy Public Information Officer will be briefed by the lead Public Information before departure for the Emergency News Media Center.
2. The Deputy Public Information Officer will assume public information responsibility at the State Emergency Operations Center while

while the Lead Public Information Officer is en route to the Emergency News Media Center, the Deputy Public Information Officer shall activate the Emergency Broadcast System in preparation for its use after sirens are sounded in the Claiborne County area. A listing of Emergency Broadcast System stations can be found in Attachment 1

l J. The Lead Public Information Officer shall be responsible for the distribution of press statenents to the Port Gibson/Claiborne Ccunty Civil Defense Agency, the State of Louisiana, the Tensas Parish Office bf Emergency Preparedness and Mississippi Power and Light Company. This .

shall be accomplished by the use of high-speed facsimile transmission equipment available at each of the locations. A listing of facsimile telephone numbers can be found in Attachment 2 .

K. The Assistant Public Information Officer shall report to the Port Gibson/Claiborne County Civil Defense Agency upon notification by the Lead Public Information Officer.

1. The Assistant Public Information Officer shall oversee coordination of the public information effort with local government officials and keep the Lead Public Information Officer informed of public inforration developments at the local level.

L. The News Gatherer shall report to the State Emergency Operations Center l upon notification by the Lead Public Information Officer. I

1. The News Gatherer will move from table to table in the State Emergency Operations Center (when activated) to gather information r on actions by state agencies involved in the incident.
2. He shall report his findings to the Deputy Public Information Officer for transmission to the Lead Public Infonnation Officer.
3. The News Gatherer shall remain on duty until dismissed by the Director of the Mississippi Emergency Managenent Agency through the Deputy Public Information Officer.

M. The Media Room Attendant shall report to the State Emergency Operations Center upon notification by the Lead Public Information Officer.

1. The Media Room Attendant is permanently assigned to the Media Room at the State Ecergency Operations Center to attend to the needs of any media present and assist the media in every reasonable manner.

t N. Press conferences shall be called by Mississippi Power and Light's Hanager of the Emergency News Media Center on a regular basis, to be

announced at the activation of the Emergency News Media Center at Site Area Emergency. ,; Press Conferences may be called on a special basis when circumstances warrant. Mississippi Power and Light Company i

shall open the press conferences and give an update on plant conditions, to be followed by State and local government spokespersons.

L . The major exception to that rule will occur when State and local authorities have protective action recommendations, which will take 1 Precedence in announcement and will be moved to the start of 1 the press conference.

, 1. Provisions for the unilateral opening of the Emergency News Media Center are detailed in Section "!V-G" of this document.

2. A question and answer period will follow the statements of the participants in the Emergency News Media Center. The period shall be of reasonable length to address as many questions as possible, i without causing delay in returning to the work rooms for information updates. ,

A. Should evacuation of the Eccrgency News Media Center become necessary, the Backup Emergency News Media Center will be activated. The Backup Emergency News Media Center is located at the Corporate Emergency Center at Mississippi Power and Light Company headquarters in Jackson.

1. While the Lead Public Information Officer is en route to the Backup Emergency News Media Center, primary responsibility for public information will revert to the Deputy Public Information Officer at the State Emergency Operations Center.

. 2. The Lead Public Information Officer will notify the Deputy Public

. Information Officer upon activation of the Backup Emergency News Media Center.

VII. ACTIVATION OF THE EMERGENCY BROADCAST SYSTEM

A. Activation of the Emergency Broadcast System shall occur when the

decision has been made to sound the warning sirens in the Claiborne County area.

B. The Lead Public Information Officer shall direct the Deputy Public Information Officer to notify the Emergency Broadcast System radio stations of the activation according to the list in Attachment 4 .

C. The Emergency Broadcast System personnel shall rcport to the Mississippi i Emergency Management Agency Headquarters on Riverside Drive in ,

Jackson.

D. Technicians of the Mississippi Emergency Management Agency shall assist Emergency Broadcast System personnel setting up equipment and ensuring that the system is operational.

E. When local residents have been alerted to tune to Emergency I

Broadcast System stations by the sirens, the Lead Public Information Officer, through the Deputy Public Information Officer. will release the Emergency Broadcast System message to the radio stations positioned in the Media Room at the State Emergency Operations Center. A listing of Emergency Broadcast System press statements can be found j in Attachments 5(A),5(B),5{C) .

I F. Should the i.ead Public Information Officer be in transit at the time

- of the Emergency Broadcast System Message, the Deputy Public Information Officer shall follow the procedure outlined in Section "IV-F" of this document.

G. The Emergency Broadcast System shall remain activated until the need for distribution of emergency information is determined to be at an end by the Director of the Mississippi Emergency Management Agency.

} Sheltering does not mean that an evacuation is underway or' is 3 even being planned. What sheltering does mean is that persons in the affected Protective Action Areas should remain indoors with all window and doors closed.

Outside ventilation should be shut off as much as possible. i Bring pets indoors, where possible, and make arrangements to shelter larger animals in other enclosed facilities (such as barns) with adequate food and water. ~

Areas should leave their homes in a calm, orderly fashion. Evacuations are always ordered by authorities a considerable time before an evacuation

is actually necessary. This is a precaution that allows for plenty of time for the evacuation, i

Persons who are directed to evacuate umy go to one of the pre-designated evacuation centers that will be opened in surrounding counties.
