ISSUANCE OF AMENDMENTS (TAC NOS. M96524 AND M96525)

Dear Ms. Johnson:

The U.S. Nuclear Regulatory Commission (Commission) has issued the enclosed Amendment No. 175 to Facility Operating License No. DPR-39 and Amendment No. 162 to Facility Operating License No. DPR-48 for the Zion Nuciear Power Station, Units 1 and 2, respectively. The amendments are in response to your application dated August 29, 1996, as supplemented on September 20, 1996, and October 4, 1996.

i The amendments change the Technical Specifications (TS) to implement 10 CFR Part 50, Appendix J, Option B, by referring to Regulatory Guide 1.163,

" Performance-Based Containment Leakage-Test Program," with an exception as detailed in the licensee's application.

A copy of the Safety Evaluation is also enclosed. The Notice of Issuance will be included in the Commission's biweekly Federal Reaister notice.
