OPERATOR LICENSING EXAMINATION REPORT NO. 50-263/OL-96-01;

Dear Mr. Watzl:

This refers to the NRC administered in..iallicense examinations conducted by Mr. M. Bielby and others from September 9 through 13,1996. The examinations were administered to employees of your company who had applied for licenses to operate the Monticello Nuclear Power Station. At the conclusion of the examination process, preliminary findings were discussed with those members of your staff identified in the enclosed report.

Three individuals not previously licensed at the Monticello Nuclear Power Station were given Reactor Operator examinations. Four individuals, two of which were not previously licensed at Monticello Nuclear Power Station were given Senior Reactor Operator examinations. All applicants passed all portions of their respective examinations and will be issued individual operating licenses. The applicants appeared well prepared for the examination.

Your staff generated the examination for NRC review in accordance with the NRC initial examination pilot program. The examination material was considered adequate and comparable to other pilot program examination material. Although acceptable, the written examination level of difficulty was considered low (Section 05.2).

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, with enclosures, will be placed in the NRC Public Document Room (PDR).
