Catawba Nuclear Station, Units 1 and 2 Docket Nos. 50-413 and 50-414 Proposed Technical Specifications (TS) Change Pursuant to 10 CFR 50.4 and 10 CFR 50.90, attached is a proposed license amendment to Appendix A, Technical Specifications, of Facility Operating Licenses NPF 35 and NPF 52 for Catawba Nuclear Station Units 1 and 2, respectively.
The proposed change would eliminate the "during shutdown" restriction for the 18 month Standby Shutdown System (SSS) diesel genen. tor inspection Technical Specification surveillance 4.7.13.1.c.
During a review of this Technical Specification Surveillance Requirement, it was recognized that performance of the surveillance was required "during shutdown".
Further review has determinded that the "during shutdown" requirement has not l
always been met.
Performance of past surveillance inspections

has been completed under the action statement for the SSS system, as defined in Technical Specification 3.7.13.
The action statment provides an allowable outage time of 7 days as given in the Limiting Condition For Operation.

The Catawba Updated Final Safety Analysis Report (UFSAR) was reviewed for changes required by this proposed change to the Technical Specifications, and none were identified.
This proposed change to the Technical Specifications has been reviewed and approved by the Catawba Plant Operations Review Committee and the Nuclear Safety Review Board.
The 18 month Standby Shutdown System (SSS) diesel generator inspection surveillance required by Technical Specification 4.7.13.1.c will be due on May 29, 1997 (does not include maximum i
allowable extension).
Therefore, it is requested that the review i
and approval of this proposed amendment be completed by April 1, 1997.
