This is to acknowledge receipt of your undated letter which I received this day via Federal Express.
You state in your letter that you received my letter of August 19, 1996, offering you the opportunity to participate in a pre-decisional and that you do not see the need to participate in a conference.
You also state that you will provide a written explanation to the issues discussed in my letter of August 19, 1996, by Friday, September 20, 1996.
