COMBINED NRC REGION I INSPECTION REPORT NOS. 50-317/96-09 AND
50-318/96-09 AND NOTICE OF VIOLATION
Dear Mr. Cruse:
This report transmits the findings of the safety inspection conducted by NRC inspectors at

the Calvert Cliffs Nuclear Power Plant from August 12 to September 6,1996. The
enclosed report presents the results of that inspection. At the conclusion of the
inspection, these findings were discussed with Mr. P. G. Chabot of your staff.
Areas examined during this inspection are described in the NRC Region I inspection Report
which is enclosed with this letter and were selected in order to ensure that your facility is
operated with due regard for the public health and safety. Within these areas, the
inspection consisted of selective examinations of procedures and representative records,
interviews with personnel, and observations by the inspectors. Overall, the NRC has
concluded that your facility was operated in a safe manner. However, a weakness was
observed in the area of management controls applied to the engineering design change,

modification, and maintenance programs.
Based on the results of this inspection, the NRC has determined that one violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)
and the circumstances surrounding it are described in detail in the attached inspection
report.

The violation pertains to an unauthorized modification to the Auxiliary Feedwater pump
l
base guide blocks. These guide blocks were changed from welded to an unwelded design
affecting the seismic qualification of the equipment. This modification was implemented
l
without a proper design change review and/or approval.
You are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. In your response, you should document
the specific actions taken and include any additional actions you plan to prevent
recurrence. Your response may reference or include previous docketed correspondence, if
the correspondence adequately addresses the required response. After reviewing your

response to this Notice, including your proposed corrective actions and the results of
q
future inspections, the NRC will determine whether further NRC enforcement action is

necessary to ensure compliance with NRC regulatory requirements.
