NRC INTEGRATED INSPECTION REPORT 50 395/96-14
Dear Mr. Taylor:
On December 28, 1996, the NRC completed an inspection at your V. C. Summer
reactor facility. The enclosed report presents the results of that
inspection.
During the 4 week period covered by this inspection period, your conduct of
activities at the V. C. Summer facility was generally characterized by safety
conscious operations, sound engineering and maintenance practices, and careful
radiological work controls. A violation was identified for a failure to
follow station housekeeping program requirements.
The violation is cited in the enclosed Notice of Violation (Notice), and the
circumstances surrounding the violation are described in detail in the
enclosed report.
Please note that you are required to respond to this letter
and should follow the instructions specified in the enclosed Notice when
preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance
with regulatory requirements.
Repetitive violations are addressed in the NRC's " General Statement of Policy
and Procedures for NRC Enforcement Actions," (Enforcement Policy), NUREG 1600,
Section IV.B. The Enforcement Policy allows the severity level of a violation
to be increased if the violnion can be considered repetitive.
For exam 31e, a
Severity Level IV violation could be increased to Severity Level III wit 1 the
attending escalated enforcement action.
However, in this case, we have
decided not to increase the severity level of this violation based on the
minor significance of the housekeeping condition and your overall satisfactory
performance in this area.
