RELIEF REQUEST FROM THE AMERICAN SOCIETY OF MECHANICAL ENGINEERS (ASME) CODE REQUIREMENTS TO DELAY REPAIR OF LEAK IN A PIPING SUPPORT ATTACHMENT ON THE SAFETY INJECTION RECIRCULATION PIPING, CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT N0. 1 (TAC N0. M97438)
Dear Mr. Cruse:
The NRC staff has reviewed the Baltimore Gas and Electric Company's (the licensee's) submittal of December 19, 1996.
The licensee proposed an alternative to the ASME Code Section XI requirement IWA-5250 to repair a leak near a piping support attachment weld on the safety injection recirculation piping in the Unit 1 component' cooling pump room. The licensee intends to repair the flaw during the next refueling outage in the spring of 1998 and submitted an evaluation.to show that delaying the repair would not compromise safety.
The licensee requested relief based on 10 CFR 50.55a(a)(3)(i).
The NRC staff rev.iewed the subject request for relief and concluded that the use of the. alternative method is authorized pursuant to 10 CFR 50.554(a)(3)(ii) as compliance with the-ASME Code requirements would result in hardship or upusual difficulties:without a compensating increase in the level of quality or sa,fety. A copy ~of our Safety Evalu,ation is enclosed.
