Dear Mr. Morey:

On December 13, 1996, the NRC completed an inspection at your Farley Units 1

<

and 2 reactor facilities. The enclosed report presents the results of that

'

inspection.

During the week of December 9 13, 1996, an inspection team observed activities

i

focused on the plume ex)osure portion of your emergency preparedness exercise

which was conducted on )ecember 11, 1996. The emergency response observed

,

during the simulated accident was considered satisfactory.

Your attention is directed to the exercise weakness identified in the enclosed

Inspection Report. As required by Section IV.F of Appendix E to 10 CFR Part 50, any weakness that is identified shall be corrected.

NRC identified

one Exercise Weakness for significant emergency information not being

communicated in a timely manner to the appropriate emergency manager

(paragraph P4.5). Accordingly, please advise us, within 45 days of the date

of this letter, of the corrective action you have taken, or plan to take,

'

showing the estimated date of completion with regard to this exercise

weakness.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

,

this letter and its enclosures will be placed in the NRC Public Document Room

1

(PDR).
