Gentlemen:

Thank you for your letter dated July 29, 1985, informing us of your intent to implement a facial hair policy for emergency response personnel.

With regard to your request that the U..S. Nuclear Regulatory Commission identify at this time a witness should company employees or their union challenge your new policy, we respectfully decline. It is not NRC's usual function to participate in labor manegement disputes between licensees and their' employees. If and when your facial hair policy is challenged we can revisit the question if necessary.

We will ' review your implementation efforts during future inspections.
