Per recent conversations between M. T. Adams of your staff and myself and as described in Reference 1, enclosed are two copies of a reprinted license application dated October 28,1996 on all pages. With the exception of the changes described below, the application is simply a recompilation changing the various page dates to a common one so that a single application date can be referenced in the license.

The changes to the license conditions in Part I are, with the exception of a correction to a regulatory reference and an oversight, those requested by the NRC. They are.

Chapter 1

• Removal of >5%

19.99% enriched uranium in Section 1.4.1 (except for 350 grams of assy enrichment) and Table 1-1.1 as specified in Reference 2.

Revision of the first paragraph of Section 1.6.1 so that the exemption for criticality detection monitoring of the lagoon applies only to SNM under water.

Removal of the subsequent paragraphs of Section 1.6.1 which, through oversight, had been submitted with the renewal application after having been removed from the existing licen on March 25
